Overall Condition Index (OCI) scores. OCI is a pavement
classification system that assigns a numerical rating
between 100 (new pavement) and 0 (failed pavement); it
represents a snapshot of a pavement network’s overall
health. A specialized van is outfitted with sensors and
cameras that measure the extent and types of distresses
on streets. Pavement distresses are analyzed using
specialized software from which OCI scores are assigned
for each street. The individual street OCIs are rolled up
into an aggregate OCI score for the entire street network.
Other factors considered in decision-making include
coordination with other City departments, such as
the Water Department, to determine what plans
these departments have for improving their assets
located within city streets; history of repairs on a
street; neighborhood age; and utilization of resources

(contractor or in-house). Typically, full reconstruction of
an industrial street requires close coordination with the
Engineering Department so that a drainage analysis can
be performed.
There are several ways customers can reach the Street
Department to report issues: Download the City’s eAssist
app from the App Store or Google Play. Customers can
easily upload pictures to help staff better understand
and pinpoint the issue. Customers who prefer not to
download the app can report issues using the eAssist
portal by visiting GarlandTX.gov/eAssist. Once you enter
a service request, you can track the progress of your
request using an interactive map or choose to receive
notification regarding updates. Customers can also
