City of Garland:
We Hear You
In 2024, Garland’s Economic Development team
partnered with the Garland Chamber of Commerce
to visit and listen to more than 30 businesses.
Through these visits we worked to identify trends
and common challenges that Garland’s industrial
community is experiencing. We plan to continue
our business outreach and hear from more of
our business community. To address some of
these issues, we want to introduce some City
departments and programs to address your
business needs.
The City of Garland’s
Health Department recently
reorganized, creating the new
Environmental Compliance
Department. Led by Amber
Thompson, who brings more
than 13 years of experience
in the health industry and
was the former City of
Garland Health Manager,
this department works directly with new and existing
industrial businesses to help apply for and maintain
Texas Commission on Environmental Quality (TCEQ)
Texas Pollutant Discharge Elimination System (TPDES).
The Environmental Compliance Department is eager
to engage more with our industrial community by
participating in meetings and hosting educational
seminars on TCEQ permit applications and how to create
a Storm-water Pollution Prevention Plan (SWPPP). We
encourage businesses to engage with the department at

We heard the need to reduce waste and adopt more
mindful waste management practices. The City of
Garland’s Commercial Sanitation Services assist our
industrial community with those exact concerns. They
specialize in tailored commercial trash and recycling
services exclusively for businesses in Garland, with a
